Association Constitution & Bylaws

The Burlingame Hills Improvement Association was founded in 1959 and incorporated in 1963 as a California Mutual Benefit Nonprofit Corporation. Our charter mandates:

"To promote and foster the interests and welfare of the property owners of the sub-division known as Burlingame Hills unincorporated area, San Mateo County, California, and to preserve and protect their rights, as well as to safeguard the rural character and natural contours of that area."

While our founding charter reflects the unincorporated county origins, the association embraces and represents all ~850 households across both the incorporated City of Burlingame and unincorporated San Mateo County.

Article II: Membership & Voting Rights

All residents and property owners within the geographic boundaries of the Burlingame Hills are entitled to membership. Active voting membership is established on a per-household basis through the payment of voluntary annual household dues ($40/year).

New residents moving into The Hills receive a complimentary membership for their first year through the following Annual Meeting.

Article III: Board of Directors & Officers

The property, business, and civic affairs of the Association are managed by an elected Board of Directors consisting of the President, Vice President, Secretary, Treasurer, Social Chair, Safety Directors, and Committee Chairs. Directors are elected by member vote at the Annual Membership Meeting.

Article IV: Annual Meeting & Notice

The Annual Meeting of the membership is held each year for the transaction of association business, financial reports from the Treasurer, election of directors, and discussion of civic and environmental matters affecting The Hills. Written notice is delivered to all member households in advance.
